Demolition Balmain: Heritage Terraces, Partial Demolition and Strip-Outs

The Heritage Impact Statement, and what Inner West Council asks for

Much of the Balmain peninsula sits within a heritage conservation area, and Inner West Council maps these by name, such as The Valley Heritage Conservation Area. Whether your address is inside one, or is a listed heritage item, is the first thing to confirm, because it decides your approval pathway. We will help you make sense of what a listing means for your job, but a property’s heritage status is Council’s to confirm, not ours to assume.

Not every demolition needs a full application. Minor works can sometimes proceed as exempt or complying development under the state Codes SEPP, signed off by a private certifier. But where a property is a heritage item or in a conservation area, the complying development certificate, the faster code-based approval, is usually closed off. The job then runs as a development application to Inner West Council. Council assesses it under the Inner West Local Environmental Plan 2022 and the former Leichhardt Development Control Plan 2013, which still applies to Balmain.

For a heritage item, that application must include a Heritage Impact Statement: a document setting out exactly what is being removed and how the property’s heritage significance is protected. Council may ask for one for a conservation-area property too. This is the paperwork our Council Approvals and Permit Management service handles, so it is managed rather than left for you to decode. You or your certifier must also give Council at least two days’ notice before demolition starts.

Tight access and hand demolition on Balmain’s terraces

Balmain grew as a working harbour peninsula, and its terraces and semis were built close together long before modern demolition machinery existed. On many blocks there is no side access, a party wall is shared with the house next door, and the frontage opens onto a narrow street. A large excavator cannot get in, and forcing it would put the neighbour’s wall and the heritage facade at risk.

Where original timber, slate, sandstone or ironwork is worth keeping, we can dismantle to salvage it rather than break it out.
