DA or CDC: how a Northern Beaches Council demolition gets approved
The approval is the part of a demolition most owners understand least, and the part that most affects the timeline. You have probably been told you need “a DA or a CDC,” with nothing on which one applies or why.
There are two main paths, plus one that surprises people:
- Complying Development Certificate (CDC). A faster, code-assessed approval for straightforward jobs that meet a fixed set of standards. It can be issued by Northern Beaches Council or a private accredited certifier, without a full council assessment.
- Development Application (DA). A full assessment lodged with Northern Beaches Council, needed when the job falls outside the complying-development rules: a heritage listing, a conservation area, an environmental constraint or a non-standard site.
- Exempt work. Not every demolition needs a certificate. A state planning policy, the Exempt and Complying Development Codes, allows some minor demolition within set limits, which is why “you always need council approval” is simply wrong.
Which path applies turns on the controls for your address. In Allambie Heights those currently sit under the Warringah Local Environmental Plan 2011 and its development control plan, administered by Northern Beaches Council. Handling asbestos before the structure comes down
A demolition starts with a pre-demolition asbestos inspection. If asbestos is present, it has to be removed under licence and the site cleared before any structural demolition begins. That sequence is not negotiable, and it is the most common reason a demolition runs late, so we plan for it up front.

Class A covers friable asbestos, the crumbly higher-risk kind such as pipe lagging or loose-fill insulation, and non-friable asbestos, bonded material like intact fibro sheeting. Whatever is on your site, we remove it under the correct class, so you are not chasing a separate contractor.
For friable asbestos, one step is deliberately kept out of our hands. The air monitoring and final clearance certificate are issued by an independent licensed asbestos assessor, engaged separately, so the sign-off sits at arm’s length from us.
